study in canada without IELTS

dear sir,

my friend wants apply study visa in australia or canada , but he did not attempt IELTS exam.can he apply student visa without IELTS in both countries. He did 10+2 arts in 1998 and he has 10 year experience. he can fill his gap after study. so pls give some suggestion about study visa without IELTS for australia or canada

It has been made very clear to us that we should prove to them that we can speak, read and write English the way these guys know. So I dont think your friend will be able to pursue further studies until he/she takes IELTS.
